The Taliban Minister of Justice Abdul Hakim Shari detained approximately twenty Shiite individuals in western Kabul. These detentions lasted between two and five days and took place in a private prison. The action was taken in response to the installation of Muharram flags by the residents.
Following the intervention of elders, all of the detainees were released on June twenty four. The elders had agreed to remove the flags as part of the resolution. Shari issued warnings to residents in the area against installing Muharram flags. He further ordered a ban on the use of loudspeakers at houses, mosques, and takyas during the period.
Residents from the Shiite community attempted to contact Taliban institutions about the matter. One of the institutions they approached was the provincial governor's office. Despite these efforts, no response was provided. An earlier agreement existed between the Muharram Committee and Shiite elders. Under that agreement, flags were allowed on mosques but not in public spaces.
Restrictions on Muharram and Ashura ceremonies have increased over the past five years under Taliban rule. Authorities have also instructed that the Ashura ceremony should be held on Friday rather than on Thursday.

Reliability assessment
Corroborated by independent reporting from Afghanistan International confirming the Justice Minister's detention of Shia individuals in a private facility over Muharram-related issues and their subsequent release after meetings with community representatives, matching the core event, timeframe, and details from the original story.
The source language mixes facts with framing or advocacy wording. Amu TV: "private prison", "increasing restrictions" - these phrases carry emotional weight by implying unauthorized or harsh detention practices and portraying the policies as progressively oppressive without neutral sourcing.
