Leaked Taliban document requests former US advisor for health ministry role

A leaked internal Taliban document dated 4th Qaws 1403 has requested the appointment of Abdullah Israel Aryan as an advisor in the Ministry of Public Health's monitoring and coordination section with non-governmental organizations.

The document states the purpose is to address a sharp decrease in foreign aid and build trust with international organizations to ensure assistance reaches those in need. It notes Aryan's prior role as a civilian advisor to US forces at Camp Eagle, with photos attached that Afghanistan International has obtained showing him alongside US forces.

Taliban internal sources confirmed that Hibatullah Akhundzada's office and the group's Intelligence Directorate have been informed of the appointment. The sources also said Aryan has accompanied Health Minister Jalal Jalali in official meetings and trips.

An unnamed Taliban official stated that efforts to recruit advisors with backgrounds in collaboration with foreign institutions have increased following reductions in US aid.

The document emphasizes that employing individuals with experience working with international institutions is necessary for advancing affairs and attracting aid.

Nearly five years into Taliban rule, reports indicate many specialists have left the country or remain unemployed domestically. There have also been reports of arrests and killings of former security personnel. The Taliban have reduced their administrative structure by about 20% due to decreased foreign aid.
