Taliban Ministry of Education Conditions Educational Projects on Full Coordination

The Taliban Ministry of Education has made implementation of all educational projects by non-governmental organizations and funding entities conditional on full coordination, financial transparency, and adherence to the ministry's developmental project management guidelines.
A copy of the official document, signed on February 1, 2026, establishes a new framework for supervision, implementation, and evaluation of educational projects. It emphasizes that the ministry is the primary authority for regulating, leading, and supervising all educational activities in the country.
Implementing institutions must share all documents related to project plans, budgets, implementation areas, executive and supervisory mechanisms with the ministry and obtain official approval before starting any project. Any changes to budgets, timelines, or project content require prior ministry approval.
The ministry reserves the right to direct supervision at all stages and can halt projects for violations of guidelines, lack of financial transparency, or breaches of regulations. Implementing entities are held accountable in such cases and must provide regular, transparent, and documented progress reports.
The ministry stated these measures aim to prevent parallel programs, increase accountability, and ensure alignment with national educational priorities.
The guidelines cover all educational projects, including local classes supported by international organizations such as UNESCO for children without access to formal schooling. Thousands of children in remote areas attend such UN-supported local classes.
This policy comes amid a ban on girls above the sixth grade attending school.
Neither the Taliban Ministry of Education nor UNAMA responded to inquiries about the document.
