Afghanistan's Shia Ulema Council has called on the Taliban to provide security for Muharram and Ashura ceremonies across the country. The council issued its statement on 25 Jawza, asking mourners to cooperate with Taliban forces and to respect the religious rights of Shia Muslims.
The statement emphasized collaboration to ensure the events proceed peacefully. It urged participants to follow instructions from security personnel during the mourning period.
The Taliban have announced their own security arrangements for the ceremonies. The Central Corps Command 313 stated that mobile patrols, security belts, and checkpoints will be established at relevant sites.
Personnel are to receive light and heavy weapons as part of the preparations. These measures are intended to address any security concerns that may arise during the observances.
This development follows reports of restrictions in previous years. Under Taliban rule, Ashura ceremonies have faced limitations including the collection of flags and symbols associated with the events. In Herat, stalls set up for the ceremonies were destroyed. Events in western Kabul were disrupted, and telecommunications networks were restricted in affected areas.
The council's appeal seeks to prevent similar issues this year by promoting cooperation between the community and authorities.

Reliability assessment
Single source provides direct, on-record statements from Shia Ulema Council and Taliban 313 Corps Command with concrete details on current measures and past incidents.
The source language mixes facts with framing or advocacy wording. Afghanistan International: "violent confrontations with mourners", "disruption of religious gatherings", "under the pretext of ensuring security" — these phrases frame the Taliban's past actions negatively with emotional and judgmental language implying oppression and insincerity.
