Taliban Offers 1-10 Year Residency to Foreign Investors

The office of Abdul Ghani Baradar, the Taliban's deputy for economic affairs, announced that foreign investors can obtain legal residency permits of one to 10 years in Afghanistan through investment. In a press release, the office stated the decision was approved during the Economic Commission meeting on Saturday. Committees were tasked with determining the specific residency durations and minimum investment amounts and presenting a final report.

This announcement comes two days after the United Nations Development Programme stated on Thursday that Taliban actions have discouraged investors. The UN cited banking restrictions, weak infrastructure and instability as barriers to investment. It noted that only six percent of Afghans have bank accounts.

Domestic and foreign investors face administrative complexities, lack of clear guidelines for licenses and taxes, and arbitrary enforcement of laws, according to the UN, which said these issues have led to investor discouragement.
